As for Urban Warfare, this is accessible once you can attempt 2+ skull missions, and you have to travel to an Urban biome planet. Why am i telling you this? Your RT mod, as you state is 3040-3061. I'm still in the campaign in my current playthrough (just past Defend Smithon), and most of my non-campaign missions since UW dropped have been in the city settings. Sorta like how Civilization you learn techs, and fight through era's Things evolve. But being a huge Crusader kings II fan, and playing games that take me 6+ months to finish to make it through 700 years of history is something i'd love to see in BT. It’s probably not worth the price, but if you love the game and the world, you can probably stomach that without too much pain and enjoy the limited but nice new features the Urban Warfare DLC offers.
